The main intent is to keep the pets off the trails and from running loose. The operative rule for you from the BIBE Pets page is "You are not allowed to leave your pet unattended in vehicles if it creates a danger to the animal, or if the animal becomes a public nuisance." As long as the temperature isn't a problem and he doesn't bark incessantly, there shouldn't be any problems.
